I don't believe they are, they have less HP but are still faster

Not even close. Close to 5 seconds differnce between fastest CC and fastest ACR. 5 seconds is an eternity on a road course. The CC engine HP has always been underrated. The extra HP of the ACR is not going to make it faster than the CC. It is still a street car, a very fast one albeit, but it is not a purpose built race car like the CC.
